  • The R1BHB is a volunteer advisory board established under Idaho Statute 39-3135. It works to improve and coordinate behavioral health services—including mental health and substance use—in Idaho’s Region 1, which includes Boundary, Bonner, Kootenai, Benewah, and Shoshone counties.

  • The Board identifies local needs, promotes behavioral health awareness, coordinates resources, reviews and allocates funding opportunities, advises the State Behavioral Health Planning Council, and advocates for community-driven solutions.

  • The Board includes representatives from various sectors, such as law enforcement, education, juvenile justice, healthcare providers, social services, and individuals with lived experience. Membership reflects a cross-section of behavioral health stakeholders.

  • You can submit a Board Membership Application, available on our website. Applications are reviewed by the Board’s Executive Committee, and appointments are made based on position availability and regional needs.

  • Region 1 includes the five northernmost counties in Idaho:

    • Benewah

    • Bonner

    • Boundary

    • Kootenai

    • Shoshone

  • Funding comes from the State of Idaho and is allocated to each regional board to support community programs, education efforts, and planning initiatives related to behavioral health.

  • Yes. Community organizations can apply for funding for initiatives that align with the Board’s mission. Visit our Funding Guidelines page to learn more and download the application materials.

  • The full Board meets every other month, typically on the first Wednesday. Subcommittees, including Youth and Adult Behavioral Health, meet on alternating months. Meetings are open to the public and offered in a hybrid format.

  • Yes! Community members are welcome and encouraged to attend. Visit our Meetings page for times, agendas, and virtual meeting links.

  • The State Council focuses on statewide behavioral health policy and planning. Each Regional Board (like R1BHB) focuses on the unique needs of its local community and reports insights and priorities to the state level.
